Can Monsoon be a game changer for the Indian Economy during Covid-19?

The term Monsoon derives from the Arabic word which means a seasonal reversal in the direction of winds. It is well-known fact that agriculture is the backbone of the Indian economy but due to its high dependence, is considered a gamble against the Monsoon. Monsoon plays a key role particularly in the season of kharif but it has deep-rooted consequences on the economy and our lives throughout the year. As economists say “the impacts of Demonetization and GST are still visible on our economy but covid-19 added fuel in the fire. In 2020-21 we have witnessed worst ever contraction in our economy while agriculture registered 3.6% positive growth”. In this article, we have tried to establish the relation between Monsoon and Indian economy and the impact of covid-19.

How monsoon can affect the Indian Economy

Monsoon is likely to be normal this year in India, marking a hat trick as per Skynet. It has also said that the South-West monsoon in 2021 is likely to be normal at 103% of the LPA which starts from June, brings India 70% of its annual rainfall.

India agriculture and food supply:

As Indian agriculture is heavily dependent on monsoon that’s why for farmers, water is more valuable than gold. Approximately 65% to 70% of people are dependent on agriculture and allied activities either directly or indirectly and around derived their livelihoods. Agriculture to GDP contribution stands for 19% (subject to vary based on revised estimation). There is a direct relationship between food security and monsoon. A decrease in monsoon results in low production of food grains, increase price rise, and low demand that affects the whole food supply chain.

Impacts on GDP:

As per the latest figure agriculture in India contributes around 19.9% to GDP. Any changes in the monsoon pattern would affect the volume of agriculture production, decrease in the availability of raw materials for the industries/sectors dependent on agriculture that results in an overall reduction in economic activities.

Balance of trade:

Balance of trade is also depend on changes in monsoon. If the monsoon is favorable then there would be an increased in the volume of production. While in case of failure of monsoon then there would be a negative balance of trade which resulted into the fall of revenue and increased in government expenditure.

Rural Economy:

India predominantly being an agriculture driven economy and roughly 65% to 70% of the population depends on agriculture and are driving their livelihoods through agricultural and allied activities. Rural economy has played a critical role in the lives of masses (as the majority of people reside in the rural area). It helps in providing farms related employment, eradicating poverty, and channelizing cash flow but as stated above that monsoon like a gamble. Failure of monsoon would affect the whole cycle of the rural economy, their livelihoods, and increase in government expenditure.

Why monsoon is important to recover the Indian Economy from Pandemic

A good monsoon plays a very important role in the Indian Economy due to the following reasons. 60%-70% of our population is dependent on agriculture. 56% of India’s net sown area (land of which cultivation is done at least once a year) is dependent upon monsoon for watering the crops. 56% area produces around 44% of India’s agricultural output. A good monsoon results in a good harvest and bumper production. For the past 2 years, 2019-20 and 2020-21, food grains production in India has touched a record high.

Key Highlights: Survey facts from Ministry

The finance minister, Ms. Nirmala Sitharaman tabled the economy survey 2020-21 on January29, 2021 and stated that in 2020-21, the growth rate of agriculture is estimated to be 3.4%, while the contribution of the sector to GVA (gross value added) declined from 18.3% to 17.8% between 2014-15 and 2019-20. It is estimated to increase to 19.9% in 2020-21. This is because the agricultural sector faced not much disturbance on an account of the COVID-19 pandemic as compared to the non-agricultural sector.

How Pandemic has effect the Indian Economy over a year (in context of monsoon)

Agriculture Marketing:

Bumper production increases the food security of the country, this leads to an increase in stocks which are then used to provide free ration to the poor. India currently has 3.5 times more stocks than the buffer norms fixed in January 2015. These stocks were used last year to provide free ration to 80 crore beneficiaries for 8 months to help them tide over the economic devastation caused by the pandemic and the lockdowns. This policy is being implemented this year in the second wave as well. A normal south-west monsoon along with comfortable buffer stocks should help to keep cereal price pressures in check. The weightage of food items in the Consumer Price Index which is used to measure inflation is 50%.

Market Rise:

A normal south-west monsoon along with comfortable buffer stocks should help to keep cereal price pressures in check. The weightage of food items in the Consumer Price Index which is used to measure inflation is 50%. Hence a normal monsoon would ensure that inflation remains in the band of 4%-6% as targeted by the Reserve Bank of India. Low inflation will help the Reserve Bank of India to continue with its stance of keeping interest rates low. Generally, central banks resort to an increase in interest rates to tackle high inflation. A low rate scenario is required at a time when the Indian economy is battling the economic fallout of the pandemic. This will help fuel growth as it makes credit affordable. High rates will be a dampener at this juncture.

Effecting the rural sector:

India is a predominantly rural economy with 65% of the population residing in villages. The rural economy contributes 45%-50% to our gross domestic product. India is a predominantly consumption-dependent economy unlike China which is export-oriented. A higher rural income after a good harvest will boost demand for consumer goods, two-wheelers, and tractors. Consumption accounts for 55% of GDP, however, growth has been impacted in the last year due to the pandemic. A normal monsoon will provide a boost to rural incomes, rural demand, overall consumption, and hence to the GDP as well.

Inflation:

The Consumer Price Index (CPI) based inflation was 6.6% in 2020-21 (April-December). The inflation mainly due to food inflation which increased from 6.7% in 2019-20 to 9.1% in 2020-21 (April-December).

As stated above that agriculture is a gamble against the monsoon and it has social, economic, and political repercussions. The impacts of the Monsoon are not only confined to crops but also cut across the industries as well. Therefore we need to have a sound agricultural policy along with basic infrastructural developments so that we could increase our resilience power, minimize the risk against unprecedented challenges posed by Covid-19, and build our capacity and capability as well.

The Rise and Fall of India’s Dalit Queen.

The outbreak of Covid-19 has posed a serious threat to the Nation with varied impacts from region to region but politics has always been its epicenter. Ongoing Pandemic and its mismanagement has deep- rooted consequences among the scheduled castes and scheduled tribes, women and other vulnerable sections of the society that has raised the issue of social justice. All political parties are gearing up for the upcoming Uttar Pradesh Assembly election 2022. A common phenomenon that run through in all political parties’ manifesto is “social Justice”. BSP claims to be a party of Bahujan and champion of social justice but recent developments within the party are indicating that all is not well.

Recently many prominent leaders have left the BSP party and joined either SP or BJP and they made allegations of her bureaucratic style of working, monopolization, unapproachable, arrogance, and not upholding the legacy of Kanshiram Ji. As these leaders said “kab kisko hata diya jaaye kya pata”. For instance, MLA Aslam Rashid, in an interview, mentioned that 11 BSP MLA trying to form their own party and would seek support from others as well. In the past R. K Chaudhary, Indrajeet Saroj, Naseemuddin Siddiquie, Swami Prasad Maurya and Brijesh Pathak etc. have left the BSP party.

Source: Trivedi Centre for Political Data

The above graph shows the trend of constant decline in the voting percentage of the BSP party but still, the BSP has managed to secure 20% of votes in all consecutive assembly elections. Overall the BSP’s performance has improved but each constituency-wise it has lost its ground considerably. The rise of young Dalits icon Chandra Shekhar Azad and his connectivity with common masses (predominantly Dalit youths), using all means of communication, raising the issue of social justice, and visiting places where atrocities against Dalits being reported and so on have made him a key player in upcoming U.P state assembly election 2022.

Source: Trivedi Centre for Political Data

As above-trend shows that the BJP party has been successfully transferred SC and OBC votes  considerably due to its social engineering strategy, by capturing the political vacuum created by other political parties, making alliances with small regional parties giving them tickets and portfolios, and also targeting Dalits and MBC i.e. most backward castes such as Mallah, Bind, Rajbhar, Chauhan, Kumhar, Luhar, etc.

The vision of Kanshi ram was to put forward the idea of identity-based representational space for the communities in the Indian Political system and absolute equality, opposed to dynastic control over the party and opportunistic politics. Sadly Mayawati did it all that being avoided by the Kanshi Ram and consequently, BSP has lost the elections and also reducing vote bank particularly among the Balmikis who were traditionally associated with BSP but now shifting to BJP considerably. Therefore BSP requires immediate self-introspection, building good teams of youths, the delegation of power, decentralization, and democratization in the working of party, building trust among the party workers, and gain the faith of common voters.

Constituency Management System

Today we are living in the era of ICT (information, communication and technology) where people are well connected to each other through multiple platforms most predominantly on social media. If any incident happens in one part of the state, it would have deep-rooted consequences in other parts of the state too. Since politics is never static rather a dynamic state of affairs and political changes happen every day. And these changes have direct or indirect implications on various stakeholders’ i.e. political parties, civil society organizations, political consultancies, media organizations and of course people at large of that particular constituency.Constituency Management System In politics, winnability does a matter and in order to win the election, political parties should have all means of communication to control or influence the minds of voters/electors, their actions, taste and try to provide alternatives to the existing system. Therefore the role of Constituency Management (CM) becomes very crucial in electoral politics.

Constituency

A constituency is a political unit also called an electoral unit in our political system. It consists of all eligible voters/electors registered with the local administration who elect their representatives to a legislative or other public body.

Management

From the electoral point of view, the term management stands for managing risks, and optimal use of resources to meet the specific objectives and policies of the organization.

Constituency Management (CM)

Management of constituency is an organized activity which requires a dedicated team of young professionals who help a candidate manage or control his/her constituency more pragmatically.

  • Constituency Management (CM) deploys various strategies like maintaining the database of all eligible voters and segregating on the basis of caste, class, male and female, literacy and so on.
  • CM keeps updating a candidate about the political developments in the constituency and their possible implications in election politics. Ultimately makes his/her presence more visible in a constituency.
  • Keep updating party workers at the grass-root level via using various social media platforms and taking their feedback. For instance, targeting selected voters organizations, i.e., farmers organizations, Asha workers, Mahila Morcha, Student’s organizations, traders organizations including small traders, retired teachers associations, ex-army officers associations, targeting selected voters by organising social camps or fairs or other social gatherings while taking into consideration of local media. Based on ground realities and the candidate’s strengths and weaknesses, CM would suggest various strategies to win election.
  • Maintaining good relations with all influential people of the areas, colonies, wards, villages, etc.
  • Special focus will be given to voter lists, keep updating them, and periodically checking it very thoroughly while making goodwill with the concerned officers of the Tehsil at the district level.

Importance of Chunav Prachar to Win Election

Chunav Prachar (Election campaign) is an important part of the electoral process, occurring at the end of each 5-year term. An election campaign is the touchstone of democracy that enables voters to make an informed choice. LEADTECH helps candidates understand their constituency members, through scientific methods of data collection, and launch an effective campaign.

Chunav Prachar

The primary importance of a campaign right before the election lies in its ability to reach out to thousands and even more people through a singular mechanism. Candidates hold rallies and sessions which are attended by many. Reaching out to people personally through live speeches and other methods breeds reliability among the masses, giving the candidate an edge.

This process also puts to test the resilience of the candidate by putting them under heavy scrutiny of the public and media alike. Campaigns are also psychological warfare where candidates find creative methods to leave an imprint on people’s minds. This is done through party symbols.

Voters often associate their candidates with these symbols. This also enables them to lay roots for the party they are representing. Chunav Prachar also helps candidates put forward their proposals, giving them a platform to make proposals and promises. These proposals are what help voters decide while polling. Lastly, they display the public skills of the candidates. Politicians are required to not only be well-versed with their constituencies but also be good speakers since a lot of their job is done in the public eye.

Chunav Prachar Gives a Competitive Edge!

In the case of Politics and government particularly, a campaign strategy is designed when political parties put up a candidate for the elections. This Chunav Prachar Strategy involves a series of coordinated events including public speaking and demonstrating to help convince the voters. Following an effective and strong strategy has a big role in winning the election.

Candidate Promotion

This is the obvious reason for creating an effective campaign strategy. Though larger elections get extensive media coverage, for small elections, Chunav Prachar is endowed with the heavy task of promoting a particular candidate.

The objective of Chunav Prachar is to make the candidate memorable to voters, especially when the voters step into the voting booth.

Cause Information

Effective political campaigns are meant to inform the general public about a specific cause. This could be the candidate’s platform or the proposed bill. This spread of information is a must so that voters can make informed choices.

Election Date

It is essential for the electorates to be informed about the election date and other details associated with voting. Such details cover election venues, voting sites, and election hours.

Since the motive of Chunav Prachar is to get the people to vote for a candidate, LEADTECH helps political parties to study the environment as well. This covers gaining an understanding of what the voters are looking for in an electoral candidate. Using this vital information, we can design an effective campaign relating to the voters.

Set an aim

While most election campaigns end up going wrong in fixing an aim. LEADTECH helps candidates stick to a singular purpose for the campaign being created. The varying thoughts aims or plans can confuse the campaign making it less effective. Doing this may create confusion among the voters who would not be able to understand the campaign and its focus.

Regardless of whether you as a candidate win or lose, upholding aim is always of great significance.

There are certain tactics and methods available for a political party to choose from when creating an election campaign strategy. However, the first thing that is performed by LEADTECH experts is a detailed amount of research. This ensures that the tactics being used by us are tried and tested and will guarantee success.

Any wrong move can not only affect the campaign but also potentially cause the candidate to lose the election. We don’t know what the future holds and therefore, believe presenting a good image to the public is a smart move.

Why do election campaigns matter?

Election campaigns help political candidates and parties with opportunities to present the right message to citizens, helping voters make an educated and informed decision on Election Day.

Are there any restrictions on displaying posters, and banners of the party concerned or the candidate?

Candidates may use any political sign or display poster, or banner for the party concerned, subject to provisions of local laws and prohibitory orders.

How does Chunav Prachar help political candidates?

Chunav Prachar gives exposure and builds awareness of candidature, as well as the causes.

How does LEADTECH guide political parties or candidates while making election campaigns?

By conducting a detailed amount of research, understanding the voters, and deciding on a fixed aim, LEADTECH helps political parties create a winning campaign strategy.

Hence, Chunav Prachar is an indispensable aspect of electoral democracy as it helps shape public opinion. LEADTECH helps their client’s campaign effectively by conducting door to door survey, gathering information, and scientifically analyzing that information. Through this, the candidates get to know the grievances and demands of their target audience and work on them to win the election.

BJP in Southern India

BJP in Southern IndiaThe 2008 Karnataka Legislative Assembly Election served as Bhartiya Janata Party’s gateway to southern India where, for the first time, the party formed government despite not winning a clear majority.  Since then, the party has effectively consolidated a dedicated voter base in most of the adjoining states with the exception of Kerala where the Left Democratic Front and the Congress party have managed retained power.

One of the prime reasons behind the saffron surge down south is the dwindling hold of regional parties over traditionally held constituencies. Parties like AIADMK, Telangana Rashtra Samithi, Telugu Desam Party, Yuvajana Sramika Rythu Congress Party, and Janata Dal (Secular), which have long enjoyed cultural support in certain states owing to family fiefdoms, have been unable to sustain themselves over the years. This coupled with a unified awakening of Hindu consciousness in the southern region has sidelined party dynasties that have ruled Karnataka, Kerala, Tamil Nadu, and Andhra Pradesh for decades. Additionally, with a politically disintegrating Congress party, voters now look over to the BJP for economic growth and stability. The Bhartiya Janata Party has also, through the course of several election cycles, formed strategic alliances to come to power. An example of the same being the JDS-BJP alliance in the state of Karnataka.

Tracing the BJP’s trajectory in Kerala, the party has managed to establish a presence over the years. The Bhartiya Janata Party has substantially increased its vote share from 6.03% in the 2011 Legislative Assembly to 14.96% in the 2016 State Election. Keeping in line with its progress, the party won 15% of the votes in Kerala’s 2020 Civic Body Election. While it has not been able to form government in Kerala so far, the BJP is projected to win a substantial vote share in the upcoming election. Similarly, the party has been unable to win a single seat in the Union Territory of Puducherry, since its vote share has only gone up to 2.4%. The nominations of three MLAs from the Bhartiya Janata Party by the Centre in 2018 to the assembly sparked controversy which was quickly dispersed by the Madras High Court by upholding the Centre’s action. The party is expected to form a coalition with AIADMK in the upcoming election.

With the exception of Kerala and Puducherry, the BJP has practically taken over the southern states, projecting a unified front against politically endorsed regionalism which has served local parties for decades. The party’s stellar performance in the newly formed state of Telangana at the assembly and municipal level is a testament to their growing influence in South. Although the BJP’s seat share in Andhra Pradesh has dropped from 4 to none, the party has been able to establish a vote bank in the state given their strategic alliances with the existing regional parties. Similarly, in Tamil Nadu, the party has been observing a steady rise in popularity given their promises of fast paced economic development. While the Bhartiya Janata Party has not been able to solidify power in the southern states, it is in the process of doing so as a part of its expansionist agenda. The party attempts to unite a fragmented South under the banner of Hinduism and economic development.

Battle of West Bengal

West Bengal Election 2021

In an attempt to stir the political conscience of West Bengal, the All-India Trinamool Congress used the anti-industrial sentiments of the population as a campaigning tool in 2011. A decade later, the party’s aversion to fast-paced industrialization has landed it in murky waters. With the advent of formidable opposition, the 2021 West Bengal Legislative Assembly Election has proven to be diverse in terms of participation and campaigning issues, ahead of polling.

The major parties contesting election in 2021 include the All-India Trinamool Congress (Federal Front), the Indian National Congress along with Communist Party of India – Marxist (Mahajot) and the Bharatiya Janata Party. The Trinamool Congress has retained its approach of rolling out mass distributive and other policies right before election season. With policies like Swyastha Sathi, a healthcare initiative, and Duare Sarkarand, the party hopes to retain its voter base. Party leadership has also made use of the ‘othering’ approach to draw distinction between the BJP, a predominantly Hindu party, and homegrown TMC. The party has also sparing used the Citizenship Amendment Act to attack the BJP.

BJP alleges that the Trinamool Congress lacks vision for the state. The party promises more rapid industrialization and economic development in the state if voted to power. Additionally, the Bharatiya Janata Party has also employed use of phrases such as “Ebar Bangla, parle shamla” (Save Bengal this time) hinting at Mamata Banerjee’s strategy of minority appeasement and lack of good economic governance. The opposition, including the INC and CPI (M) along with the BJP have severely criticized Banerjee’s use of political violence to retain voter support.

In 2016 Legislative Assembly Election the primary campaigning issues used by the opposition were the Narada and Saradha scandals, lack of industrialization, and flaming of political violence by TMC. However, the party responded by introducing mass distributive schemes of grains and pulses for the poor and by restoring infrastructure across the state. Millions of minority students were handed out scholarships and the Muslim community was registered under the OBC category.

While political strategies change with every election cycle, their nature remains stagnant. Parties pick on each other’s shortcomings to secure their own vote bank. However, instances of violence close to elections have become more predominant in West Bengal with no solution in sight.

Digital Media Strategies in Political Campaign

Digital Media Strategies in Political Campaign
Digital Media Strategies in Political Campaign

With the advent of digital media, the nature of political campaigning has changed over the years. Digital campaigning, at a national level, was first introduced by the Bharatiya Janata Party in the 2009 Lok Sabha Election. The 2014 Lok Sabha Election was a testament to the same where the BJP, with its dedicated social media campaigning, took the country by storm. Since then parties across the country have been drifting away from more traditional structures of reaching out to their audience and have started embracing digital campaigning.

Interactive Voice Response (IVR) has emerged as an effective tool to gather public opinion towards candidates. IVRs engage with voters through automated outbound calls and voters register their opinions by merely pressing a button on their phone. Additionally, bulk messages or blast messages also help candidates reach out to a wide audience and keep in touch with them. It is a one-way communicative channel that makes one-to-one communication easier. Furthermore, with a huge chunk of the population making use of WhatsApp, it also has come up as a platform for engagement by candidates through forwarded messages.

The most crucial element to digital campaigning is collating a specialized media team. The team creates content and engages with people for the candidate. Fundamentally, social media campaigns, across platforms, should appeal to a wide demographic. However, since most candidates have a target audience based on the nature of their policies, specialized ads for a targeted audience on certain social media platforms should also be a priority. Another important aspect of digital campaigning is personal engagement. This personal engagement, through live videos or tweets, should ideally be of positive nature with personal anecdotes.

It is also important for the campaign team to be consistent with their posting, whether it is on social media or a website made for the campaign. The goal of leaving an impact on people can be achieved by churning more graphic content with images, slogans, party/candidate symbols, colors, etc. in lieu of written content.

Hence, digital campaigning can help candidates reach out to a wider audience if used strategically. It is an attractive campaigning field since a lot of everyday discourse happens on the internet. Candidates can expand their voter base with the help of impactful targeted ad campaigns and change the course of the election.

Ahilya, the Compassionate Ruler

Rajmata Ahilyabai Holkar was a strong woman and the queen of the Kingdom of Malwa in Indore. She is considered as one of the best warrior queens in Indian history. Her magnificent and glorious rule ended with her demise on 13th August,1795. Remembering her greatness, the Republic of India issued a commemorative stamp on 25 August 1996.

Ahilyabai was considered as a very good administrator and the city of Indore witnessed historic rise during her reign. From a tiny village to a flourishing city, Indore prospered during her 30-year rule. She was famous for having built numerous forts and roads in Malwa.

She employed forest tribes to be the protectors of travelling merchants, a job for which they were paid handsomely provided it was performed well. She spent heavily on projects such as the construction of roads, wells, Dharamshala (resthouses) and temples. She even contributed to projects outside her dominion, particularly the restoration of ancient Hindu shrines that had been destroyed by Islamic invaders.

Two famous examples were the Vishnupad Mandir in Gaya and the Somnath Mandir in Gujarat.

Historians had written greatly on how she encouraged all within her realm and her kingdom to do their best. During her reign, the merchants produced their most elegant clothes and trade flourished to no end. No more was the farmer a mere victim of oppression but a self-sufficient man in his own right.

“Far and wide the roads were planted with shady trees, and wells were made, and rest-houses for travellers. The poor, the homeless, the orphaned were all helped according to their needs. The Bhils, who had long been the torment of all caravans, were routed from their mountain fastnesses and persuaded to settle down as honest farmers. Hindu and Musalman alike revered the famous Queen and prayed for her long life,” writes Annie Besant.

On her death anniversary, Leadtech fondly remembers the brave warrior queen for her glorious work for India and its people.
